Pino was raised in a military family. Following her studies at West Point, the University of California at Davis, and other colleges, she earned a BA in behavioral science and a master's in counseling psychology. She worked in the field of education for more than thirty years, most recently as an investigator with the US Department of Education, Office for Civil Rights, and as a college counselor.
