Second chambers in federations have a paramount significance in protecting minority rights.Seen in this light; Ethiopia's second chamber has been uniquely designed. Many works have been appeared on the protection of minority rights, but their protection through shared rule aspect or second chamber is one of the missing areas of study in many perspectives. Hence, to address this gap, this book entirely focuses on the analysis of the role and competence of the House of Federation (HoF) in protecting the right of minorities in Ethiopia in comparative perspective with other multicultural federations (Switzerland, Belgium and India). In doing so, the study has a paramount contribution primarily for the government, both at federal and regional levels in general and to the HoF and the regional council of nationality /CoN /Constitutional Interpretation Commission/CIC, in particular, to properly understand the status of these institutions. Since this study explores the experience of othermulticultural federations it sheds a light to concerned bodies in Ethiopia to design an effective mechanism for further protection of minority rights and successful operation of the federal system.

Mengistu, WondwossenWondwossen earned his B.A in History from Bahir Dar University and Masters of Art in Federalism and Local government studies from Ethiopian Civil Service University, and he has experience in teaching and lecturing at different levels of educational institutions. He has research interest on the areas of federalism, Minority rights etc.
