Paul M. Cole, an independent scholar with extensive experience in the US Department of Defense, is an established figure in the POW/MIA Accounting Community. The leak of his internal report on malfeasance in the Joint POW/MIA Accounting Command (JPAC) resulted in two Congressional hearings, dozens of media reports around the world, and a comprehensive restructuring of the POW/MIA accounting program. Dr. Cole's three-volume RAND report, POW/MIA Issues (1994) has become a standard reference text. Dr. Cole received a PhD from the Johns Hopkins Nitze School of Advanced International Studies, MSFS from the Georgetown University Edmund A.
